Receive many phone calls from 1-417-800-2511 asking for Japanese male 18 or above to participate in a studies. My number is unlisted and registered with the 'do-not-call' list. The rep on the phone was unable to clarify how they get my number.

Well, I'm glad to see we've moved on from debating whether they're doing anything illegal to debating what kind of illegal activity they're doing. That's progress.
Of course you have a right to your own opnion! But it is your opnion only. A telemarketer is defined by the FTC, go there and read!... I happen to be an active member of this board also. My claims are based upon the facts under the FTC and DNC registry, not my opnion. What the heck would I be wasting my time here preaching to the choir and what benefit could it possibly give me to try to get everyone to understand that they too need to go to the FTC site and become familiar with its policies. As far as being smart enough to know better, why don't you and everyone else who is smart enough to know better, Go to the FTC/DNC site and put your time to good use and read and educate yourself as to what the DNc does, and how it operates.
Did you know that until that survey makes an attempt to sell you goods or services over the phone, it is Not defined as a Telemarketer nor is it illegal under the DNC? It may be illegal under the FCCs or even certain aspects of the FTC. Did you know that any company, business, or caller can call you over the phone and not be in violation of the DNC, simply because they are an unwanted caller? Did you know that a company can call you over the phone and tell you about their business, if the sole and intended intent is to set up a face to face meeting between you and a representative of their company, therefore establishing a business relationship?

In the call i received the caller claimed to be from a company that i'd done business with in the past, although I knew that company didn't have my home phone number.
