This is a scam. Instead of simply hanging up on them... in which case, they'll keep on calling others including maybe even your friends and neighbors, you should join with me and keep them on the phone AS LONG AS POSSIBLE. Yes, this might be a waste of your time. Or think of it like meditation or therapy.

The more of us who talk to them and waste their time, the more of their own time is wasted. Even better, by submitting a credit card number. Obviously, do NOT give them any personal information. Instead, generate fake info via this website:
