There's a very good chance this is NOT the Fraternal Order of Police, who claim they do not make solicitation calls. If you gave them a donation via credit card, you would be wise to call the issuing bank right away and put a block on future charges without checking, or to cancel that card and have them issue you another.
Most likely a scammer faked the caller ID and now has your CC info.
The Do Not Call registry is very effective. These calls come from outside the country, most often, and there are no US laws or regulations that can stop them.
You're right: being rude or being polite and asking them to stop does not help. What does is to stop answering the calls or to get a call blocker. The more you engage with them the more you will be called by them and the thousands of other scammers who share "live" phone numbers.
Based on other posts it sounds like this is an alleged charity and they are not required to follow the DNCR. Having said that, I do not trust calls from anyone claiming to be a charity.
