Received a call from this number today. Did not answer (standard protocol for unrecognized numbers). They left a message wanting to verify recent cc activity. It was indeed from Synchrony bank. And I had indeed used them for a recent purchase. I returned the call to the number left in the voicemail, and verified my purchase. There was no fishing for personal data.
I can't say whether this number used to belong to, or has been fraudulently used by, scammers, but this call was legitimate.
The call could be legit but the call could be scam. I'll tell you why. Any one can hijack any phone number using VOIP. In other words the bad can create his/her VOIP phone and assign an existing number, which is not his own. When you call back, the guy on the other side of the line could be the legit owner or the bad. You have to judge which. There is no good way to stop the practice. Just be careful not to give any of your personal info. It is best to call toll free number, e.g., 800, 888, if you want to talk to GE or Costco or whatever.
Could not understand the message left as it broke up, but after reading comments here I called my credit card company & my account was compromised - they shut down the account.
