Interesting that you folks think everyone who lives in Washington, DC has something to do with the government or politics. There actually are lots of private citizens there.
If you answer, they hold a conversation in the background joking. When you say "hello" - they just laugh on the other end. However, if you blow a whistle or scream - they don't like it and hang up. Also, if you ask the operator if they have been on long enough to get the call tracked, they hang up. Someone is just too bored to do something productive in life.
This number called today, caller ID Washington, DC. I assumed it wasn't Barack calling to ask my advice on immigration or Boehner's lawsuit so I did not answer.

No one has implied that everyone who lives in Washington, D.C. has something to do with the government or politics, only the ones that make the annoying, unwanted, unwelcome, unsolicited, politically motivated telephone calls...
I call 'em political telemarketers because they are trying to sell me a politician or a political view for the price of my vote. If a politician wants my vote they don't need to harass me with repeated phone calls from spoofed numbers that can't be called back, they just need to pull their heads out of their [***] and their hands out of my pockets...
Calls every day but disconnects after 2 rings. When I call back nobody's there. I saw above this is related to Washingtonian Magazine. What a coincidence - my subscription just expired. How they think they'll get customers to return by harassing them daily is beyond me!
