Yes. IRS sends an official letter stating what you owe and numbers to call to work out payment options. They will never call and ask for personal info over the phone.
IRS will send 4 letters to you over a course of several months. 4th and final letter will be sent certified IF you have not responded to previous letters. I am an IRS employee ( for real....15 years!!). WE WILL NOT CALL YOU!!!
