I had the same exact message. I found this line is VOIP line, so highly doubtful in Seattle. I admit it did sound unnerving. I have no idea though how to make them stop??

Scam . Got this call today at 8.30am I figured it was scam because the caller does not repeat his message but his contact number twice. He starts his message by quickly involving a govt agency then latter his contact information becomes clear and deliberate. Ignore the caller
