I had the same exact message. I found this line is VOIP line, so highly doubtful in Seattle. I admit it did sound unnerving. I have no idea though how to make them stop??
Had the same message from David Gray, 206-900-9214 I'm in trouble with the US Treasury and if I don't respond to his call I will also be appearing before a Magistrate. Maybe we can all car pool together. I also live in NJ.

Received and recorded the same message from this David Grey three times in two days regarding a United States Treasury action against me. I simply ignored these calls because I screen all calls before picking up. i reported similar instances to IRS in the past but it was just a waste of of my time. IRS has a website for people to report this kind of things but they never bother to do anything with the reports.
Yes it is a scam call. What they want you to do is call back, then tell you that you owe back taxes and fines for IRS audit. They tell you to go out and buy pre-paid debit cards from some store and then to call them back with the info. You owe us $5000, but if you send us the money today we'll let you off the hook for say, $1000. Do not even question this, scam, scam, scam. The IRS would send you a letter to appear at one of their local offices to discuss any problems in person and would never tell you to run to the store to buy a couple hundred dollars in pre-paid debit cards to pay them over the phone. Think smart people and if you have an elderly relative that is not online and not aware of these scams, warn them.
