Download the "Disconnect Ring Tone" and play it whenever you get a call such as this. Note there is a pause between your picking up your phone before someone answers. This is the computer determining whether it has reached a valid number. If you play the disconnect tone, the computer automatically removes you from their calling directory.
If your information is true --- Then the Washing Attorney General should go after the service provider (Pacific Telecom Communications Group) as they are allowing an illegal operation to operate on their service.

I got a call from this number this morning too, 1-206-496-0985... i am on the DNCL and they still call! it is all of the time, and it is different numbers every time.
Report this number to the FCC. The telephone numbers belong to International Telecom out of Washington state and host some of the most chronic abusers all from the 206 area code. They operate a service called Kall8 as well as several other very cheap and heavily abused phone tools that these spammers and scammers abuse on a daily basis. It is very clear the ONLY way to stop this is to go after International Telecom and continually report them and their hosted services until the FCC shuts them down. To further this contact your local Congressman and Senator and complain there as well and also contact your local State Attorney General as they may be able to force some action.

They are a US based company and therefore have to abide by the rules of this country. As they are providers of a hosted service they are directly liable for the actions of their users. We need to go after these [***] hard and heavy in order to stop this. It would not be difficult for them to place a limit on numbers that can be dialed in a day eliminating the possibility of abuse and I doubt they will until the FCC comes down on them with an iron claw.
