It's a polling company who does consumer surveys and political polls -- google the number and you can see links to other sites with a lot more info on it. It's election year, so you're going to get a lot more of them.
On some sites there is a lot of screaming about being on the do not call list and how this call is illegal, unfortunately, it's not. What is illegal is "telemarketing," i.e., selling something over the phone that you did not ask for. Polling is not illegal, so if these calls really piss you off you should talk to your Congressmen about changing the law to make ALL unsolicited calls illegal... :-\ ...you can call the headquarters for Central Research and have them take you off their list--which they will do--but you still are going to get a LOT more calls because it's election year...
Got several calls in 3 hour time frame, no one says anything and hangs up. When we called back it kept on ringing and no one answers. Then we called back later and constantly got a busy signal. Very Annoying, they called until about 10:00 CDT.
Real easy cure. If you don't want marketing companies to call you, just tell them you work in the media. I do (radio) and they stop calling. Unless you're lonely.... then talk away. Sometimes I lie and tell them I don't work for the media... and start asking my own questions...
