This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by not having an operator on the line when the phone is answered, and still further violate the TCPA by playing a recorded message without an operator on the line. This scammer's recording tells you that this is your second (false, they call much more than that) and final (also false, as they keep calling) notice to lower your interest and payments on your credit card debt. They further violate the TCPA by refusing to provide a phone number or physical address when asked, demonstrating that this is a scam, if the recording hadn't made that absolutely clear. Do not provide this scammer any personal or financial information.
I got a call from this number this morning at 11:14. When I answered, it was one of those Card Holder Services scammers. My caller ID read the letter V and a long string of numbers as the name of the caller. When I pressed the number 1 to speak with a "representative", I was immediately connected to an Indian-sounding (from India) guy. I used a Dr. Phil soundboard to talk with this guy and I think he quickly found out that he was talking to a soundboard and not a real person. He immediately hung up.
