You can't. I have changed my private unlisted number 3 times in the last several months and the weasels just keep calling. Computers generate the numbers and you cannot stop them. Reporting them does no good, as they are outlaws and do not care about the DNC Registry or any other law. When they get caught, they just change their phone numbers.
I believe that there is technology available to stop these thieves, but no one seems to care about this other than those who are getting harassed. Here's what I do--I either let my phone ring with no voice mail or answering machine on it. I use Caller ID to see who is or has called me. Or, I make sure my house is completely silent and I pick up but do not say one word. I keep my line open for exactly one minute, then I hang up. I no longer get upset that they are invading my privacy, and I no longer expect anyone in authority to do anything about this. Your tax dollars not at work. Every program we have to pay for with taxes that doesn't work should be defunded and taxes reduced accordingly. If you ask an honest company to not call you any more, they will comply. So why do we pay for a DNC list at all? Something to think about. If the DNC list is what Congress enacted to fix this problem, then they are stupid or bribed. The freedom of speech of scammers and telemarketers ends just before it bumps into your right to privacy. Send your senators and representatives--state and federal--letters telling them this and also telling them if they don't do something about this, you will not vote for them ever again and you also will not shut up about this situation.

It seems that taxes have already been reduced and that's probably why there's no staff left to enforce DNC.

Violated now blocking
I agree! Best way is to get a blocking system on your phone. Best available holds 30 numbers and I block at least 5 calls a day. About once a week, a new number comes up and I have to remove the oldest blocked one to make room. This limits the nusience, but no way to make these calls stop completely. Congress should hold phone providers responsible for adding equipment that can trace all calls, even computer generated ones. Also any internet servers handling phone services, should be required to find a way to ID every user and block any scammers, etc. The FTC could do more, just like they busted the scammers posing as the FTC. Tells me as private citizens they don't care about us, but involve them in a scam and they get to work.

More of the same CC scam - this appears to be a new group.

they are Robo calling and trying to Qualify your for a CC Scam.
This group was talkative (first person seemed New and was an Indian (Inida), when that person could not get past my questions an american came on the call.
they wanted my SSN (Last 4 digits) and Zip Code.

They did not appear to know my name or any info (or did not say when asked)

They said their company name was My Number One Needs - But could not give a website name, nothing on google either.

Not new. They just change numbers and boiler rooms. Same thing, different number and name.
Don't. Answer. Them.
If you do, and you speak, you only confirm that yours is a hot number, and your name will go on a list that is distributed/sold to other telemarketers. Then, you'll get even more calls. Did you wonder why some of them hang up the second you pick up? If you're going to play with them, fine. If you simply don't want to be bothered, don't answer. Also, with Caller ID available, VM and answering machines are a totally unnecessary expense. Get rid of them. When they answer, it is the same as when you answer and say "Hello."
