I get this call all the time (from Marysville, WA) on my cell phone... at work, at home on Sunday, all the time. I thought my number was registered on NO CALL. Once I answered (at work), heard the word "survey", hung up.
Clearly scammers trying to get your credit card number over the phone on the pretense that's you've "won" a free cruise for taking their 5 question political survey. When I said I'm not giving my credit card number over the phone to pay the $59 per person "port tax" they hung up. When redialed it says number is temporarily out of service.
