They're still doing this - they've been calling me daily for a few weeks, I'm on the do not call list, like they care. SEO Services of Orange County is what they told me. (Latest call 3:44pm Pacific/Cascadian Standard Time, Thursday, 5 November.)
The times that calls are allowed are from 8am to 9pm but unfortunately, the illegal callers do not adhere to the regulations. They are often out of the country or in the country here yet operating illegally so they do not care about any rules or guidelines.
Donotcall does work since the legitimate telemarketers (with the exception of a few who think they can get away with not adhering) adhere to it since they can be fined a hefty amount of money for violations but illegal telemarketers have no respect nor conscience towards others and therefore do exactly what they want, including spoofed numbers.
Got a call from them a few times and hung up each time. Finally, pressed "1" today and decided to speak to a customer service agent. I told the person on the other end my name, that I don't own a business, and I was wondering if someone created a business on Google+ with my phone number or name. He said that there is no record of me on the "list" and said he would put me on the "Do Not Call" list. Hopefully that works.
I've been getting calls from this phishing-type telemarketer for months on my cell phone.
1) Spam calls to a cell phone are illegal
2) The spammer does not honor requests to be removed from their call list
3) Law enforcement will not help

One phone switch they've used is managed by QWEST, designation: PTANWA01DS0
I don't currently have anything to share that has not already been posted elsewhere, but from past experience it is not too hard to find these people in the real world. This is a particularly nasty spammer that should be shut down.
