Yes it is a scam.  Corey,  you should know that 911 is for emergency situations only.

Your caller is a scam however there are in fact Regional IRS offices in states, including  Ca. To serve regional areas.

Got the Same message..Called back…I can't figure out what they want…All they ask for is my lawyer info which I won't give them.Then they just worn me about being arrested and hang up…I was mad the woke me up!!!

I received two of these today. Did not call based on info on this site.
