Right on Sir Belvedere: Only scammers and crooks will call "Do not call numbers". If you don't recognise the ID number, then do not answer the call. I am on "Do not call list", but I am also on my own "Do not answer". Good policy to follow....!!!!
Caller ID: Consumer Srvcs.
Robo call left a recorded message on voicemail which, presumed that I actually answered the call, provided the option to speak to a "person" or to "opt out" on the opportunity to lower my credit card interest rates. I have learned to just ignore the calls, I filled up the call blocker device. I have assigned special ringtones to phone numbers of friends and family that are saved in the phone. If I don't recognize the phone number or caller id doesn't provide sufficient information the call is just ignored.
Well, I hate to admit it, but you're right. If the number reported is not within the FTC/DNC data base as a registered telemarketing business, the complaints goes into the "duely noted" File. The DNC used to send a generic form letter back stating that the number reported was not in their data base and they therefore couldn't do anything. But there are so many complaints received today, of which most are invalid, that they probably don't mess with responding anymore.
I am part of the "Me Too" bunch, as of today at 12:20. I am hard pressed to accept that government resources cannot track own these guys and deal with them. Of course they might be innocent so I propose to use the "Witch Test". Tie them up, toss 'em in the lake; if they float they are not guilty, if they sink they are scammers. Any support?
