Caller ID was "FINANCIAL CTR". Message left was about: "reducing credit card interest rates to as little as 6% if I owe at least $3000 and one card is in good standing."
Waste their time when you can or ignore completely.
If you want added effect, speak really low, and after wasting as much time as possible, end the call with a air horn or whistle to their ear. This air horn/whistle is NOT super effective though, because it's a digital signal, so it's better to waste their time, and use the air horn/whistle as means of call termination.
Besides the above , if you have a cell phone there are apps to block the calls. Other users have also reported success with SIT tones, and there is a long list of companies affiliated with this legal 'scam' you can find by searching around.
Also, the 'employees' are most likely commission based, this is why they get SO upset when they think their going to get your CC and don't.
I received call this a.m. here in Hawaii. 7:14 to be exact and caller ID said Gresham OR. Same # you gave and stating "government program and reducing CC rate to 4.9%" . I was given option of pressing 1 and having name taken off the list. I've been getting plenty of these lately for some reason. I generally do not carry balanc on my cards. You can block with Do Not Call List Registry as you stated...but they're like cockroaches and always seem to obtain another #. When it becomes too annoying I will report to State Consumer Protection Bureau. Good luck with your end brother Tom. Mahalo, Roy

If you have to pick up your phone, get dead air, something you don't want - don't fool around - just hang up!
If you go to their menu to be removed the news article said you just might end up with a ton more crud. Don't try and talk to or deal with robo-calls or sales pitches - it's not worth your breath - Just hang up!
