Have received numerous calls from this caller offering to lower my credit card interest rate to under 6%.  They require at least $3000 credit card debt to access their lower rate. I pressed #1 to talk to a representative to request that they do not call me. The man who answered asked if I was ready to lower my interest rate. I answered 'No, but...' and then he hung up on me.

Phone Fraud
The reason a large portion of the people are having trouble with this number is because this number is being "Spoofed" by Delta Outsource Group, a collection agency located in O'Fallon, MO.  They will try and gather enough information to create an account.  Many bank accounts have been drained by this establishment and many "Spoofed" phone numbers have been fraudulently used to aquire information.
This not only hurts people by the harrassment, but also hurts the establishment that the number belongs to.

Tired of These Calls
I'm in area code 512 and received a call from this number at 4:50 p.m. on July 3, 2012. Caller ID said Financial Ctr. I usually would not have answered but I did pick up this one in time to hear some of the credit card spiel. I did not respond to any request to speak with them.

They called before with a diffwerent number, they probably have a lot of them. Finanical Ctr was on my caller ID and no message was left, so this is a red flag anyway, scam or telemarketer. I don't understand these jerks that keep calling when people aren't interested other than it's a scam to get your money. I have the following information which is something to go by:
Don't press 1 or any other number on your phone whenthey say to. NO way, when you do that you could be connected to a long distance over seas number you'll be charged for, this is one of the ways these scams make their money, even if you hand up they don't care they made money by you having to pay for that call. Only press numbers of a place you know for sure (or bank etc or a number you called that is legitimate)- and again that red flag should go up when offered a big prize for a few seconds up your time. I just hung up, I hope you do to.
NOTE:
If the area code is 284, 809 or 876, you've called Jamaica, the Dominican Republic or the British Virgin Islands, new hotbed homes of telephone scams. Similar cons are also run out of other Caribbean islands.
For these calls, you'll typically pay $1.49 to $3.99 per minute, depending on the plan and carrier. You're never told this, but the numbers function like American "premium rate" lines that use the 900 area code, with sky-high rates that are split between phone companies and those who operate the lines.
Dial one of these Caribbean numbers and chances are you'll get pitched for some scam. But the thieves' real goal is often just to keep you on the line as long as possible and maximize their take. You'll endure long holds, frequent transfers and lots of small talk. Result: A call lasting just a few minutes can cost more than $20, a charge you discover only when your phone bill arrives.
