This not quite true all of this. The "do-not-call register is just as lost as you are about the location of the caller. All you all know why: THE NUMBER IS SPOOFED". That means that the caller has fooled the ID equipment into believing that the call originated from the number that appears on your caller ID. So even if the Do-not-call register goes back to the number that appears on your caller ID the owner did NOT make that call. Simple as that. It is just like when you go to a high-rise in the city and ring the door bell of 20 residents in order to gain access.
So have a heart, there is not much that can be done at this time.
A long time ago, at the beginning of caller ID, I and a few friends built a small device, the size of a caller ID box. It would hold 300 names and numbers. Your coded the numbers of those you wanted to talk to into the machine. Than you assigned a 4 digit PIN number to each. When a call came in it was intercepted at the machine, it did not ring. The caller was asked to enter his PIN and if it was in the machine the phone would ring. The machine could also be turned off so that all calls went thru. But at the time we had it done and working, no-one wanted to buy it. We tried several phone companies and also Radio Shack but no luck.
Today I don't know where the plans are and I am too old to begin all over again, BUT I am sure there is someone out there that can do it.

Criminals ignore the Do Not Call List because... they're criminals!
I suspect many of these phishing scams are offshore so they can elude federal authorities.
VOIP (voice over internet protocol), allowing offshore scammers to make free calls into the USA while hiding their location using a spoofed or blocked number, is the most evil genie that was ever let out of the bottle.

Do Not Calls lists are for 800 numbers. These companies are skirting that by using 'regular numbers'.  Just today I RE-entered my phone numbers on the  National DNC website as I am starting to get calls from 800 telemarketers AGAIN.

it's a fake
mostly the spoofed numbers are fakes (ie non-existent exchanges, disconnected cell numbers, etc). this is some kind of offshore mafia phishing scam i'm sure. FTC doesn't seem interested in doing anything about it. the callers are criminals so they will naturally ignore the laws. they are the scum of the earth, and Hell will be overflowing with these people some day.

You're wrong. It is illegal for anyone to make commercial telemarketing calls from any number on the Do Not Call list. But a crminial will ignore the law.
