I also got a call like that and I though it might be true, but them they started to ask all this question in relation to who I was, if I had a credit card, and if I had money to sell the grant. I told them I was not interested and the the thing was that they were saying that I couldn't tell anyone until the "application" was complete.
Got same call from same number saying I was approved for a grant and just had to pay deposit fee of $312.00 which I did and then they asked me to pay the taxes on he grant BEFORE I EVEN RECEIVED IT! That total was about $800.00 by the way, it was then I realized it was a scam. I plan on suing or pursuing this fraudulent company seemingly syphoning money internationally, caller sounded of Indian decent and asked me to send money to China. I was stupid to fall for it the first time, but no chance I give them more money. I am a young 23 y.o.. Who has loans and car payments so the offer was very tempting, it's just unfortunate they take advantage of someone who already has so many bills and debt to pay...these people must be stopped.
How did you pay? If it was by Western Union or Ukash you can try contacting them and exlaining you have been scammed. They may give you your money back but they are not obliged to. If you paid into a USA bank account then you can give the police the informatuon about the account name and number and also contact the Fraud Dept of the bank. The company that scammed you will not be in your country. They will be from overseas using a fake USA number.
