I also got a call like that and I though it might be true, but them they started to ask all this question in relation to who I was, if I had a credit card, and if I had money to sell the grant. I told them I was not interested and the the thing was that they were saying that I couldn't tell anyone until the "application" was complete.
Received a call on the East Coast claiming that the IRS was suing me and that I needed to call 2065385498. I tried calling IRS and checking their website for known scams to no avail. Fortunately, I was able to google the number to confirm it was a scam through sites like this one.

The "IRS Scam" has been THE most "Advertised" scam in recent history.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
