Update.  I reported this to the IRS and received some great info back regarding how to file a complaint and hopefully actually help someone catch this guy!  I've copied and pasted the email I received back from them today concerning the 415-251-8361 number:

This is not a legitimate call from the IRS. Please see http://www.irs.gov/uac/Newsroom/IRS-Warns-of-Pervasive-Telephone-Scam

Please visit our "Report Phishing" website (http://www.irs.gov/uac/Report-Phishing)
and click on "Complaint Assistant". This will allow you to file a complaint with
the FTC and identify the complaint as an IRS complaint.

Alternatively you can file a complaint directly with the FTC by visiting
http://www.ftccomplaintassistant.gov.

Whether you use the IRS link or file the complaint directly with the FTC, add
"IRS Hostile Call" in the Comments section of the complaint.

Since this individual is impersonating the IRS you should also report it to the
Treasury Inspector General for Tax Administration (TIGTA). You can send an email
to [email protected] or file an online complaint by completing their
"Online Form" located on their website, http://www.treasury.gov/tigta/contact_report.shtml.

Individuals who have been victimized by this scam and have provided one or more
Green Dot MoneyPak numbers to the scammer should also notify Green Dot directly
at 800-473-3636 to report the scam and open an investigation.

Total b.s. Said from IRS, urgent, blah blah blah. The lady  didn't speak English so well. But she did understand when I asked her "What are you wearing?". I suggested we hit the town together. Go to Chucky Cheese and have sex in my 1996 Cavalier with the 22 inch spinning rims. She hung up on me. :(

same garbage, a garbled and accented message at 8:30 AM (!!, 5:30 AM california time) -- got my name right and then was obviously a scam --  guy said he was "Jay Adams." Riiiiiiiiight.

The person who left a message for me was supposedly Brian Smith (an IRS agent) with an Middle Eastern accent. Then he prompted that I speak with his representative Michael Carter regarding taxes filed when I hadn't even filed my taxes yet. I did not call back and will not. This is ridiculous though that this is happening. The Internal Revenue should release a statement to individuals letting them know that people are impersonating agents . Thank you!
