I played along with these guys for a while. I kept them on the phone for over 40 minutes extracting little pieces of information from them as I went along. These guys are scammers. Below is more information about their current approach and about their "front" company.

They stated my computer was causing problems and tried to verify I was not a "computer technician" before they would proceed :). They wanted me to "activate software maintenance coverage".

You may note in the site above, it is supposed to be https, however it sends the raw information for credit cards (fake info from me of course lol) through to their servers.... How odd.... It does however very nicely identify their merchant ID to try to extract the funds from credit cards.

Online PC Care called me and tried to convince me there were severe problems and viruses on my machine. They tried to charge me $163 to "fix" them.
This is a scam. Nothing is wrong with my machine. Every machine will have warning messages in your event viewer over a period of time for many possible reasons (i.e. you mistype your password and will will log a warning message).
Online PC Care tried to convince me there was a 12-Month Microsoft warranty on my computer that had expired. Another lie.... My system was only 2 months old but they kept insisting this "fake" warranty had expired.
Online PC care even tries to make themselves look credible by listing themselves as a "genuine tech support company" when, in fact they are scammers as described in that same paragraph on their own web site.
If you get a call from these guys, contact the authorities. They are your best ally in the war on scammers such as these.
I will credit them with one statement though. On the last line of their scammer information page, they state "Be safe while surfing over the internet! Don't be a victim to these malicious Scams!". That is good advice.
Avoid this scam by avoiding Online PC Care. :)
