It is a recorded message which says it is your last chance to lower your debt. However when I hit 1 to try to talk to someone to ask that they stop calling, the call was immediately disconnected.
Got yet another call with the same identical message, about lowering interest rates (and we don't even USE credit cards...), and talking about this being "the last message" (don't I wish!!) regarding this, and talk about some "stimulus". How very interesting, eh? Why is it that the DNC Registry worked just great till about 3-4 years ago, and now I get these calls all the time? Gee, what changed.....? In any case, this is the SAME scam, from yet another number. They call from all over the place. If you do speak to someone, give them NO information at all. No way this is a legitimate business, calling from so many different area codes, yet with the same recording.

This is the 3rd time...after the pre-recorded message ...I too, pressed 1 and a man came on Saying
"Oh, so you want to lower your credit card interest rate"? I asked him what company he was from...
then he Immediately Hung up"
