Caller ID was "FINANCIAL CTR". Message left was about: "reducing credit card interest rates to as little as 6% if I owe at least $3000 and one card is in good standing."
Nothing works in blocking these calls. I got TWO of the today; always on my cell. One this AM from Vermont and one this PM from Oregon. BOTH with the exact same recorded message and voice. They simply change the number from where the call is sent out. NOTHING will stop them. I usually push the "1" and tell the person that he or she is a douche' bag that is working for a douche' bag company. Sometimes I actually get the whole sentence out before they hang up....................
Do not call the number back. Do not press any number, and blocking the numbers is completely useless. They use various numbers from all over the country. Mostly foreign operated. They use computerized robo dialers to call numbers. All the caller ID's are faked/spoofed. The numbers are dead numbers. When you press one to be connected it is fowarded to a back-door operation employed by desperate low-life scums. THIS IS BY NO WAY A REAL COMPANY. Just scammers looking to steal your credit card. ALL THEY WANT IS YOUR CREDIT CARD FOR THEFT AND YOUR IDENTITY. PERIOD. It is completely illegal and they know it. It has been going on for years, I get a call almost weekly since 2009. Sad. Once you have received one call, trust me, you will receive a lot more. They use scams such as warranty services, home security, take a survey/poll and the relentless lower credit card rate. You can *57 to trace the call and get your phone provider to file a formal complaint as well as find the perps.
Telemarketing scams are on the rise. Criminals do not care about the law. They stay in business because people fall for it every day. Sad but true. PLEASE REPORT to the appropriate authorities as well as WARN others. Let other people know about these telemarketing scams so they wont get dooped and keep the operation going. Warn the gullible and especially the elderly.
Your government, as ineffective and slow as they are, are on top of it. They know, so please continue to warn others and report to FBI, FCC, and FTC. Problem is that these are criminals and they do not care about the law. Once you shut down one operation, another springs back up. Then the chase and the hunt begins all over. Plus the punishment isnt adequate. So I cant stress this enough, REPORT and ESPECIALLY, ESPECIALLY, ESPECIALLY WARN OTHERS. Take the time to report and warn. I cant stress the warn part. Let friends, family and relatives know about this ongoing crime.
Use common sense, there is no credit card that will lower your rate to unrealistic rates. Plus, why would you have to provide them your personal information? Any legitimate company will have a call center. Always request something in writing and a legitimate call back number. NEVER EVER EVER!!!!!!!! EVER!!!! For real folks, it is 2012, NEVER EVER EVER GIVE OUT PERSONAL INFORMATION OVER THE PHONE. SERIOUSLY. Especially to random calls. Please read that last statement some more and regurgitate it to others.
The FTC has shut down many of these operations but they have crappy punishment. Contact your local congressman, state and national, to fix these stupid laws to provide civil punishment as well as jail time or execution.
I hope this helps and good luck. Please visit FTC link below to find further details of the operation. REPORT AND WARN.

You can actually listen to the audio of what they use by visiting the ftc website by clinking on the link.
Scammers calling as "Credit Card Services", they use multiple numbers, some local, some not - Same company. Have reported them to the DoNotCall.gov site - waste of time and effort. Not sure how to make this company go away.
