Caller ID was "FINANCIAL CTR". Message left was about: "reducing credit card interest rates to as little as 6% if I owe at least $3000 and one card is in good standing."
Also, dont take it personally when they call. The person who picks up the phone has no way of taking your number off the list. They arent behind a computer per se, their main tool is a pen, paper, and a phone. Only the operators, who are criminals can take your number off the list, but please keep in mind, they are criminals, and they do not even remotely care about you or the law. And good luck finding them. Nevertheless, a computer runs the system. It dials random numbers and waits for your answer machine or pickup (They actually get your numbers from the Do Not Call list and various other places). Then the line is connected to a single number that plays the message. When you press one to be connected, your call is fowarded to their operation center typically in Florida, NY, or California and various other places where generally foreigners, criminals, the desperate, and the homeless pick up the phone to recieve your call. They know they are in violation of the law. Half the time these people never get paid, they dont prosecute becuase the operaters stay in hiding, or know that they have hired someone who possibly has warrants/illegal and wont tell the law.
These companies move around a lot. Thats why sometimes you wont hear from them in weeks time then all of a sudden they spring back up. Mostly off-shore accounts harbored by American companies. It is a web of deceit that has many layers. Your credit card company is aware of the situation and that raises even more questions. But just report and warn.
I receive anywhere from 4-6 calls a week from Credit Card Services. I have compiled a list of over 70 different phone numbers for them. I have filed complaints with the DoNotCall Registry, the FCC, the FTC, the BBB, and the Consumers Protection Agency. The only organization I have received a response from is the FCC. They informed me that they do not handle individual complaints and that I should sue the company. The problem is, no one knows where the company is located because they spoof phone numbers. It apparently does no good to complain. I once went a month without any phone calls from them after using an air horn blast to whomever answered after I pressed 1. But they started up again.
The Do Not Call registration is less than a paper tiger, it does not even pretend to have teeth. When I get these calls I will press 1 and when the representative comes on line I hit them with the most creative and obscene language I can, then I hang up.
Report this to the FCC, http://www.fcc.gov/complaints. If they receive enough complaints, they will investigate. In addition, they send information about how to sue.
Recorded message said call fom card member services. Asked if I wanted to reduce credit card debt. I pressed 1 to speak to a person. When person answered, I asked to speak to a supervisor. Person said he was a supervisor. I asked if he was a supervisor. He said "I am the cookie monster you dumb [***]" and hung up.
